250 Unit Residential Development Proposed Off Lumber Street

On the Planning Board’s agenda for Monday, October 21 is the review of “Hopkinton Mews”, a proposed residential development off Lumber Street with a total of 250 units, comprised of 63 affordable and 187 market rate rentals. Formerly part of “The Acres at Hopkinton” residential/commercial proposal this past spring, this proposal is for a residential development only.

As outlined in a memo by Director of Land Use, Permitting and Planning Elaine Lazarus to the Planning Board in preparation for the meeting, a brief summary of the proposed project includes:

• Parcel Size: 33.82 acres
• Frontage: None on Lumber St. – proposed driveway or new road to provide access
• Number of Units: 250 (63 affordable, 187 market rate)
• Proposed density: 7.39 units/acre
• Ownership/rental: Rental
• Type of Units: 220 garden style, 30 townhouse style
• Buildings: Seven 3-story apartment buildings, 6 townhouse style buildings, clubhouse
• Number of bedrooms: 78 one-bedroom; 135 two-bedroom; 37 three-bedroom
• Parking spaces: 489 (includes 91 garage spaces)
• Site Amenities: clubhouse with fitness center and pool
• Water supply: Public
• Sewage disposal: Private, on-site

“The proponent intends to submit a comprehensive permit application to the Board of Appeals once it has received Site Approval (Project Eligibility) from the Massachusetts Housing Finance Agency (MassHousing),” wrote Lazarus.

The comprehensive permit application is part of Chapter 40B, a state statute which enables local Zoning Boards of Appeals to approve affordable housing developments under flexible rules if at least 20-25% of the units have long-term affordability restrictions.

According to Lazarus, the initial meeting on October 21 is to provide an introduction to the project by the proponent and to allow the Planning Board to gather information. A site visit and further discussion of the project is planned for November 4th.
