Article 7: Fiscal 2015 Operating Budget Passes

Article 7 at the Annual Town meeting asked; "To hear and act on reports and recommendations of the Appropriation Committee and to see if the town will vote to raise and appropriate, transfer from available funds, borrow or otherwise provide, a sum or sums of money for the operation and maintenance of town departments for the fiscal year beginning July 1, 2014, and that such sums be expected for such purposes under the direction of the respective Town Officers, Boards and Committees."

The Motion called for $64,483,928.81 and to transfer the following sums from available funds:
Community Preservation Fund Discretionary/ Budgeted Reserves - $55,000.00
Community Preservation Fund Reserve for Open Space - $16,380.00
Community Preservation Fund Reserve for Passive Recreation - $117,488.87
Community Preservation Fund Reserve for Passive/Active Recreation - $118,431.13
Transfer from Title V - $39,241.00
Premiums on Bonds - $36,695.21
Transfer from Ambulance Receipts Reserved Appropriation - $10,000
Transfer from Sealer of Weights & Measures Receipts Reserved Appropriation - $500.00
Overlay Surplus - $128,000.00
Sewer Enterprise Fund Fiscal 2015 Revenue - $2,835,251.82
Water Enterprise Fund Fiscal 2015 Revenue - $1,814,453.92
Parks and Recreation Enterprise Fund Fiscal 2015 Revenue - $399,999.11
Sewer Enterprise Fund Free Cash - $332,711.00
Water Enterprise Fund Free Cash - $167,360.00
Parks and Recreation Enterprise Fund Free Cash - $126,734.00

One of the line items; Transfer from Sale of Cemetery Lots Receipts Reserved Appropriation Overlay Surplus - $750.00, was taken out after Cemetery Commissioner Claire Wright questioned the line item in the budget of $70,621,275.87 stating that it was not legal and essentially all cemetery lot related items must go through the cemetery commission, and stated the $750 line item for Cemetery Lots never did.

Much of the other discussion relating to this article centered around the use of this money towards full day kindergarten, but it was made clear by the Moderator Dr. Bruce Karlin that the use of money towards anything school related can only be discussed at school committee meetings and the proposed article in no way alters how the school committee can spend their funds.
