TOWN OF HOPKINTON seeks FT ASSISTANT TOWN CLERK – The FT Assistant Town Clerk, under the general direction and supervision of the Town Clerk is responsible for the routine and complex administrative, technical support, and functions of the combined office of Town Clerk, Board of Registrars, and Elections. The Assistant Town Clerk assists with the oversight of the daily operations of this tri-functional office and its related responsibilities. The Assistant Town Clerk is also charged with assuming added responsibilities in the absence of the Town Clerk, and will be singularly responsible for following and adhering to the 73 chapters and 451 sections of the Massachusetts General Laws, as well as the Town’s By-Laws and Charter. In addition to statutory knowledge, the Assistant Town Clerk needs to understand both the laws’ intent, specific requirements, and legal implications of actions taken while serving in this role.

It is important to recognize that in addition to these legislative responsibilities, the Assistant Town Clerk, like the Town Clerk, is the communication spokesperson for and to the local citizenry. This office is the first door of government accessed by individuals seeking information and resolution to problems. The importance of this role relative to public relations, customer service, and historian, cannot be overstated.

Responsibilities include but are not limited to providing quality public services, coordinating office functions; assisting with supervision of volunteer services; performing routine administrative duties; preparing project status reports; responding to complaints; preparing and processing budget requests and annual reports; and performing various office, payroll, and bookkeeping functions. Maintains records and posts appropriate changes as required; purchases and maintains adequate office supplies, materials, and equipment. Customer service skills are critical to the success of the Department and quality, efficient, and timely responses to public inquiries are of high importance.

Qualifications: Minimum, five (5) years experience working in the office of a Massachusetts Town Clerk is required. A combination of education and experience may be considered. Must be knowledgeable about laws, rules, and regulations applicable to the operations of the Town Clerk’s office. Ability to guide and provide direction and supervision for office volunteers is essential. Strong computer/technology experience is required to work with various job related programs and systems. Ability to create, format, and extract reports and lists from the computer system. Proficiency with MIS (Media Information System), the CVR (Central Voter Registration) is required. Knowledge of state statutes and administrative rulings relating to vital statistics, voter registration, and elections. Excellent public relations skills a must to effectively interact with the public. Must be highly organized with the ability to work on multiple projects simultaneously. Must possess exceptional verbal and written communication skills with the ability to produce quality written documents. This position requires frequent contact with diverse groups and the public.
