The Town of Hopkinton is seeking a Senior Accounting Manager/Town Accountant:

The Senior Accounting Manager/Town Accountant, under the direction of the Town Manager or designee and in accordance with state statutes and town bylaws, the Senior Accounting Manager/Town Accountant is responsible for planning, controlling and directing professional accounting, auditing and reporting work for various Town departments in compliance with Massachusetts General Laws, the Massachusetts Department of Revenue and Bylaws of the Town of Hopkinton.

The position supports the management team in a variety of operational decisions; assists with the development and ongoing analysis of operating and capital budgets and long-range financial planning and forecasting; supervises, monitors and evaluates all day-to-day accounting activities; and develops and implements systems for collecting, analyzing, verifying and reporting financial information.

The Senior Accounting Manager/Town Accountant is responsible for planning and managing the daily accounting and month- and year-end closing processes; establishes internal controls and monitors their compliance; provides analysis and business input on quarterly reporting; develops and implements accounting policies and procedures; oversees and manages the account reconciliation process. This position has an active role in account analysis, book close and for supervising the Assistant Town Accountant; utilizing hands-on accounting experience and an in-depth understanding of accounting principles and Town’s practices, to perform complex accounting activities and financial analyses.

The position is responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial reporting. This position addresses tight deadlines and several accounting activities including general ledger preparation, financial reporting, year-end audit preparation and the support of budgeting and forecasting activities. The Senior Accounting Manager/Town Accountant has contact with employees at all levels especially senior-level managers, consultants, the CFO/Finance Director and the Town Manager which requires strong interpersonal communication skills both written and verbal.

QUALIFICATIONS: Applicants must meet the following to be considered qualified for this position:

Education, Training and Experience

Bachelor’s degree in accounting, finance, or public administration or a related field and three (3) to five (5) years of experience in government accounting, finance or a relevant field of public administration or equivalent.

Required Licensing/Certification: Valid Driver’s License. Certification as Certified Governmental Accountant (CGA) from Mass. Municipal Auditors and Accountants Association Desirable. Certified Public Accountant (CPA) Preferred.

Salary: Negotiable depending on qualifications.
