Job Posting: Deputy Assessor for Finance Department

The Town of Hopkinton seeks a full-time Deputy Assessor for its Finance Department.

Under the direction of the Principal Assessor, the Deputy Assessor assists in the valuation of all residential and commercial real estate and personal property to determine the fair and full market value including the verification of property documentation by using exterior and interior physical information and assists in the completion of state mandated recertification program. Responsibilities may also include, but are not limited to, covering for the Principal Assessor, attending Board of Assessors’ meetings, conducting cyclical field reviews, assisting the Principal Assessor with coordinating and defending abatement appeals and taxpayer negotiation appeal proceedings, and assisting with property revaluation projects.

QUALIFICATIONS
• Equivalent to Associate’s Degree in business or related field with special training or experience in appraisal and assessment practices preferred and one to three years experience in real estate, appraising, sales or similar background.
• Knowledge of assessing by-laws and regulations, town government and department software. General entry knowledge of local government assessing
• Ability to work proficiently with Arc view (geographic information software); analyze financial statements for all types of properties; charitable, religious, and educational exemptions, manipulation and reporting of data in a clear and concise fashion. Ability to manage multiple tasks in a prompt, efficient manner. Ability to conduct inspections on a daily basis and interact professionally with the public. Munis, Patriot CAMA System, GIS and RRC Personal Property System Preferred
• Skill in planning, organizational, interpersonal/collaborative communication, public relations, computer skills that encompass effective use of word processing, spreadsheet, mail and Internet browser software. Skill in the use of maps and plans and the ability to interpret these documents.

Required Licensing/Certification
• A valid U.S. Driver’s License.
• Ability to work towards Massachusetts Accredited Assessor Certification (MAA).

SALARY RANGE
$60,000 – $80,000 Annually depending on qualifications.
