MEPA Public Hearing RE: Foxwoods Casino Development

Tomorrow (Thursday, November 7th, 2013) at 1 pm at the Crystal Room in Milford, 49 Cedar St., the Massachusetts Environmental Policy Act Agency will be conducting a public hearing related to the environmental impacts of the Foxwoods casino development project. Questions and comments are welcome. If you are unable to attend, written comments are also welcome. Please see below:

An Environmental Notification Form (ENF) has been submitted to the Massachusetts Environmental Policy Act (MEPA) Office for this project. The project requires the preparation of a mandatory Environmental Impact Report (EIR). The ENF can be reviewed here.

The project meets or exceeds the following review thresholds:

11.03(1)(a)1 – Direct alteration of 50 or more acres of land
11.03(1)(a)2 – Creation of ten or more acres of impervious area
11.03(5)(b)4.a – New discharge to a sewer system of 100,000 gpd of sewage
11.03(6)(a)2 – New interchange on a completed limited access highway
11.03(6)(a)6 – Generation or 3,000 or more New adt on roadways providing access to a single location
11.03(6)(a)7 – Construction of 1,000 or more new parking spaces at a single location

The project requires the following State Agency Permits:

Massachusetts Gaming Commission – Category I Resort/Casino License 2
Massachusetts Dept. of Transportation - Category III Vehicular Access Permit
Massachusetts Dept. of Environmental Protection (DEP) - Superseding Order of Conditions (on appeal)
DEP Sewer Extension and Connection Permits (BRP WP 71 and BRP WP 74)
DEP Approval of NPDES SWPPP for Construction General Permit Discharging to ORWs (BRP WM 09)

A consultation session will be held to receive advice and comments from agencies, officials, and citizens regarding which environmental issues, if any, are significant for this project. Opinions as to the extent and significance of possible environmental impact will be welcome.

Comments on the project will be welcome in writing prior to November 20, 2013. A Certificate on the ENF including a Scope for the Draft EIR will be issued on November 27, 2013.
