Background: Project Overview - MAPC received a grant to prepare natural hazards Pre-Disaster
Mitigation Plan for the communities of Burlington, Dover, Hanover, Holliston, Hopkinton, Marlborough
and Wilmington. MAPC is working with the seven communities to update their plans to mitigate
potential damages of natural hazards such as floods, winter storms, hurricanes, earthquakes and wild
fires, before such hazards occur. The federal Disaster Mitigation Act of 2000 requires that all
municipalities adopt a Pre-Disaster Mitigation Plan for natural hazards in order to remain eligible for
FEMA Disaster Mitigation Grants.

This FEMA planning program is separate from new or ongoing homeland security initiatives, and is
focused solely on addressing natural hazards, although some of the data collected for this plan may be
useful for other aspects of emergency planning as well.
