Planning Board Continues Sidewalk Planning Process

Following the Hopkinton sidewalk survey, sidewalk plan and previous discussions, the Planning Board discussed working with DPW to come up with a program for sidewalk design, construction and maintenance over the next few years during their October 7 meeting. It is currently unknown what the cost for such a program will be, but DPW is working with a design consultant to figure out a cost.

Community input as to what to implement where for sidewalks, similar to the current pavement management program, is a goal for the plan if it moves forward. Planning for sidewalk connections that need permitting approval or that have design issues while another project is being worked on will be part of the program.

“I would hope that we would make sure we spend more money on actually building a few rather than planning for the totality,” said Board Chairman Ken Weismantel.

A bridge on Route 85 near the Southborough town line is now being reconstructed, and a sidewalk is being installed along the road to Lincoln Street. Weismantel stated that he would try to have the State install a sidewalk from Lincoln Street to the Hopkinton State Park. Overflow parking for the train station and the Park and access to the Park for commuters on the train would be created.

“I think it could be revenue positive both for the MBTA and for the State Park, and when you start getting win-wins like that it seems like the right thing,” said Weismantel.

Board member Claire Wright stated concerns with putting wide sidewalks on narrow roads such as Ash Street and the possibility of tearing down trees on scenic roads to accommodate them. However, sidewalks do not have to be straight and can wind around objects in the right of way, and can be discussed during the design process. Elaine Lazarus also noted that other towns have sidewalks on their scenic roads and can be used as a model during planning.
